About Us

The Commissioner is elected by state law every four years on a partisan basis and is responsible for the administration of the Drain Code of 1956, as amended. The duties of the Drain Commissioner include the construction and maintenance of drains; determining drainage districts; apportioning costs of drains among property owners; Local Units of Government receiving bids and awarding contracts for drain construction.

The Commissioner, by action of the Board of Commissioners, is the County Agency, pursuant to Act 342 Michigan P.A. of 1939 as amended, for water supply, wastewater collection and treatment.

In addition, the Commissioner works with state and federal agencies to enforce flood plain and pollution laws, and assists in coordinating federal, state, and regional flood control and water quality plans. The Commissioner, by law, is a member of the County Parks and Recreation Commission.

Genesee County Drain Commissioner Division of Water and Waste Services operates our own water supply system.  Genesee County owns and operates a state-of-the-art treatment plant in Oregon Township, Lapeer County. The highest quality source water from Lake Huron is delivered to our plant via the Karegnondi Pipeline.  The water is then treated by some of the most expert water operators in the country, and rigorously tested at several different levels.

GENESEE COUNTY’S WATER TREATMENT PROCEDURES… WHAT YOU NEED TO KNOW!

The difference between Genesee County water, treated at our facility, compared to GLWA/Detroit Water…is virtually nothing. Here is why, and how!

 

Genesee County’s goal is to deliver the highest quality drinking water to our residents. We currently receive water from Lake Huron as our drinking water source. This is the highest quality source water available to our community, and this source HAS NOT changed. 

 

You continue to receive the SAME Lake Huron water you previously received from the GLWA/Detroit System.

What has changed?

 

The newly built KWA Pipeline currently delivers Lake Huron water to Genesee County’s new treatment plant, vs buying water from GLWA/Detroit Water, delivered through the aging Detroit pipeline.

WASTEWATER TREATMENT

The ARTP facility was originally placed in service in the 1960's, with major expansions completed in the 70's and 80's. 

This facility has been an integral part of Genesee County's system to provide safe, effective wastewater treatment. The recently completed screenings, grit and scum removal systems, and fine bubble aeration diffuser improvements, as well as the new wet weather facilities, disinfection improvements and pump station upgrades will allow us to effectively continue to improve our effluent quality to comply with State and Federal regulations, and more importantly, provide watershed protection. 

We are proud of our long history of service to our customers and look forward to meeting the demands of the ARTP service area into the 21st century.

ENVIRONMENTAL COMPLIANCE

Water Conservation
 

Water Conservation Notices are usually issued during the summer months when demand for water is high. They are issued to conserve water so the system can maintain adequate pressure and backup water supply for local fire service providers.

All commercial and residential system users are required to conserve water by limiting their water use as instructed in the conservation notice. Outdoor use is prohibited as instructed by the conservation notice. These restrictions prohibit such activities as watering lawns, gardens, filling swimming pools and washing cars, decks, or siding during the restricted period.

The Clean Water Act 

The Clean Water Act limits the levels of pollutants that non-domestic users are allowed to discharge to the sewer system. It requires municipalities to implement Industrial Pretreatment Programs (IPP) in order to protect their wastewater treatment plants biological treatment systems, to avoid concentrations of various pollutants that could end up in our biosolids, which is recycled as fertilizer, and so that various pollutants are not discharged into the receiving waters. 

Under the Clean Water Act, Genesee County Drain Commissioner Division of Water and Waste Services (GCDCWWS) is legally obligated to implement an IPP to protect the treatment plant and to ensure proper treatment of wastewater. 

POTWs (Publicly Owned Treatment Works) commonly referred to as Wastewater Treatment Plants store, treat, recycle, and reclaim municipal sewage and liquid industrial wastes. They are required to have a National Pollutant Discharge Elimination System (NPDES) permit to discharge treated water from its system’s into creeks, rivers, or other waters. This permit regulates the quality and quantity of water the POTW may discharge from its system.

Pretreatment

Pretreatment is the reduction, the elimination, or the alteration of pollutants in wastewater to a less harmful state prior to discharge of the wastewater to a sanitary sewer system. 

The term "pretreatment" refers to the requirement that non-domestic sources control their wastewater before discharge to meet all applicable pretreatment standards and requirements.

Pollutants​

Certain wastewater discharges are prohibited for all non-domestic facilities that discharge to POTWs because of the potential hazards these discharges create. Specific prohibited discharges include: 

  • pollutants that would create a fire or explosion 

  • pollutants that would cause corrosive structural damage to a POTW 

  • solid or viscous pollutants that would obstruct flow in a POTW 

  • pollutants that result in toxic gases, vapors, and fumes 

  • ignitable wastes 

  • oil and grease
     

Pollutants can be sampled over a 24-hour period from businesses that are discharging to the sewer. The samples are taken to the laboratory at the Wastewater Treatment Plant and analyzed for pollutants released by the business. Once the samples have been tested the results are evaluated and studied by the Environmental Compliance Supervisor. The data is used to generate surcharges and enforcement action if necessary.

The Genesee County Drain Commissioner – Division of Water and Waste Services (GCDC-WWS), Operation and Maintenance Department (O/M) is responsible for operating and maintaining the water distribution system and the sanitary sewer collection system in Genesee County. The O/M Department operates and maintains the county owned water transmission and sanitary sewer interceptor infrastructure, along with providing operation and maintenance services for sixteen local municipalities of their water and sewer infrastructure.

 

Services provided include;  jetting and televising of the sanitary sewers, manhole inspection and manhole repair, sanitary sewer main repair, routine inspection, preventative maintenance and maintenance of the sanitary sewer pumping stations, water meter installations, repair water main breaks, fire hydrant maintenance and repair, responding to customer concerns/complaints, MISS DIG staking services, and around the clock emergency response for water and sewer related issues/concerns.     

 

The benefits of using the (GCDC-WWS) for these services include:   low cost, our knowledge of the infrastructure, and our experienced staff.
